| Abstract: | Do the facts relating to 1) knowledge as a commodity, 2) inequality in the distribution of the costs and benefits of innovation, 3) the dynamics of knowledge and learning in the present world economy, or finally 4) institutional frameworks (such as property rights) sustain the conclusion that there is a phase in the development of Capitalism deserving the name 'Globalizing learning economy'? This comment grants the conclusion but urges a consideration of the consequences 1) of commodification for the type of 'learning' characterizing this stage of Capitalism, 2) of the pervasive new types of 'learning' for the distribution of power around the new (commodified) forms of knowledge, 3) of the contradictions inherent in the dynamics of commodified knowledge and learning for values such as the 'institutional imperatives' of science (Merton), i.e. for science as such, and finally 4) of the expansive neoliberalist intellectual-property absolutism for the well-functioning of intellectual property rights in balancing of the social interest in new, useful knowledge against the social interest of universal access to that knowledge. In brief, what are the qualitative characteristics of 'learning Capitalism', and what consequences follow from this diagnosis? |
